    About the Presenter:
    Colleen Bruce, Esq., Director of Public Policy and Value-Based Purchasing Policy, National
    Business Coalition on Health (NBCH), Washington, D.C.

    Ms. Bruce is responsible for leading the development of the organizations strategic focus and
    integration of Value-Based Purchasing (VBP) and policy. Ms. Bruce serves as a staff liaison to
    the Direct Contracting and Government Affairs committees and is responsible for content for
    the NBCHs purchasing and public policy-related newsletters and website resources. A major
    focus of Ms. Bruce's work is helping coalitions and their employer members understand the
    Affordable Care Act's implications for employer-sponsored health care, including financial
    implications imposed by requirements in the Act, and policy-related decisions employers are
    facing as implementation moves forward.

    Previously Ms. Bruce served as Special Assistant to the Deputy Administrator and Director,
    Center for Strategic Planning for the Centers for Medicare and Medicaid Services (CMS) within
    the federal Department of Health and Human Services. She was lead drafter and regulation
    coordinator for the Accountable Care Act for the section on Availability of Medicare Data for
    Performance Measurement. Prior to this, she was a Health Insurance Specialist at the Centers
    for Medicare and Medicaid Services (CMS), Center for Medicare Management. Ms. Bruce was
    also selected to participate in the HHS Emerging Leaders Program, a competitive, two-year,
    paid, federal internship within HHS. In this program Colleen served in roles in the Office of
    General Counsel, CMS, and Office of the HHS Secretary. Ms. Bruce graduated from the William
    Mitchell College of Law and also received a BA from Gettysburg College.
